I do believe that it only works when your in the uk.

Even though it is free to call giffgaff to giffgaff, you also need to consider the roaming charge. Even if the calls are free, for the caller in UK, the person who is abroad will be charged £1 per min

If one phone is in the UK, that will have the free giffgaff calls, while the other is charged roaming rates for making and receiving calls and sending a text

If both phones are abroad, they will both incur roaming rates.

In western Europe, roaming rates are 18p a minute to receive, 35p/min to make a call, sending a text 11p, receiving text free.
