There's been several discussions regarding PACs. I have no affiliation with this web site, nor does it have a complete list of providers, but it can prove useful:
You tell it your current network and it tells you how to get your PAC. Just choose anything for who you're porting to. giffgaff isn't there and it makes no difference anyway.

No, that's incorrect reasoning.
The PAC is obtained from the network one is leaving, not the one being moved to, and then given to the new network. So if leaving O2 to go to giffgaff then that would be true, but otherwise contacting O2 (n.b. letter O not number 0) is of no relevance to the transaction.

Yeah you are exactly right andy. the only code that o2 could generate are their own PAC codes.
With this PAC you can bring your existing (keep) number to giffgaff. Nice! ![]()
On the flip side the only thing we can do is create a PAC if (In the unlikely situation) you want to leave giffgaff. You then take this giffgaff PAC, give it to another provider and take you existing (keep) number from giffgaff to your new provider.
Think donor versus recipient.
Bring you number to giffgaff. O2 (Donor) > giffgaff (Recipient)
If you then want to transfer your number out of giffgaff we then become the donor.
giffgaff (Donor) > another provider (Recipient) Only the donor can provide you with a PAC code.
I hope this helps clarify the situation.
