Are you sure it's the entire county of Derbyshire? Or can you be more specific, which post codes are you referring to.
I find it unlikely that the whole of Derbyshire is not covered by O2 as that would be ridiculous. And O2 should do something about it.

Although this is stating the obvious, there are many areas where the internet speed is fantastic. I live in London (again, I know this is stating the obvious) and I could not ask for better internet speed. I am not even that bothered about 4G, when it arrives, because the speeds I am getting now are perfect for a bit of light browsing and playing the odd youtube clip here and there.
Sorry that giffgaff isn't for you - it is not for everyone.

well for SK13, they are carrying out mast maintenance which will impact on your 3G speeds.
SK13 is also a rural area if you move to Glossop does the signal get better?
According to the O2 coverage map (http://www.o2.co.uk/coveragechecker) the 3G signal sould be fine in your area. hopefully once they've completed the maintenance the 3G will get better. But to be honest in a rural area and gettings over 1Mbps you're doing well.
