scrupps ASD will not prevent you getting a PayPal account.
It hasn't prevented me from getting a PayPal account...But PayPals lack of compliance with the Equality Act and it's obligation for Reasonable Adjustment means that all attempts to obtain my payback for the Jan-Jun 2019 Payback period have failed because PayPal keep putting barriers in the way which customers with ASD are known to have considerable difficulties dealing with.
To this day the sum of that payback is still trapped in that account, PayPal still refuse me all access to it (Whether I'm asking for cash withdrawal, or attempting to spend the funds on eBay), have failed to follow my instructions that the payment be returned to giffgaff, and so I find that what should have been going toward last Christmas is still being withheld from me for reasons which are both morally reprehensible, and entirely non-compliant with law. 👮 😡 👎️
...But because my condition results in an unlawfully low income and enacted law is also very difficult for those with ASD to cope with, PayPal are exploiting being able to keep hold of the cash (And profit by investing it) safe in the knowledge that as I do not have access to law I won't ever be able to get a court to instruct them to release the balance (And interest). ☹️
In offering only PayPal - And not multiple payment options/processors (i.e. BACS) - Despite my repeated contestations to the contrary and my pointing out that lack of reasonable alternatives breaches the Equality Act, I can't help but consider that giffgaff may be actively facilitating this sort of discrimination and abuse as well. If nothing else, offering only one payment processor might breach European Law over fair competition practice...And Brexit or no, EU law still had full effect on us and giffgaff at that point! 🇪🇺 👨⚖️
In either case, I still regard my Jan-Jun '19 PayBack as unpaid and outstanding. Because other users were paid cash PayBack in the same payment round, for me to be denied access to the same by not making Reasonable Adjustments necessary to accommodate my non-fault disabilities is neither fair, morally stable, nor in compliance with the Equality Act. ⚠️ 🦽 🤯

Hmm...That'd suggest you can't use Payback to buy a phone from giffgaff even if you do have full access to PayPal! You'd have to pay the cash out of PayPal to bank and then make payment for the phone using that card. 💳️ 🤯
Seems a bit odd for giffgaff not to offer PayPal as a means of buying a phone, given their existing relationship with PayPal for Payback and the obvious fact giffgaff have an active PayPal account. Putting aside my considerable dislike of PayPal and their non-lawful practices against the disabled, they are a legitimate means for receiving payments!
