Write down any WiFi logins you use then do a Network reset as per this video,
Then do a Soft Reset,
Simultaneously push the Volume Down and Power key until the Huawei P Smart restarts (roughly 20 seconds)
This emulates taking the Battery out.
For general tethering/Hotspot problems,
The most common cause of Tethering not connecting are dead entries/defunct WiFi connection entries on the phone and the device you are trying to connect to.
If you are using windows 10 go
Notification Icon bottom right of the Taskbar> All Settings > Networks and Internet> WiFi and scroll down to Manage WiFi settings and then scroll down and,"Forget" any and all entries.
Then delete/forget any on your phone but make sure you write down any logins/passwords if you need to.
Then start the Hotpsot on the phone as see if it appears in the Window's connections list.
Make sure the Data Connection on the the phone is enabled!
Remember you can and should Name your WiFi connection and make your OWN password on the phone. I have fun with my neighbours and sometimes call it,"Bacon Butty" 🙂
