“Capping” implies some sort of deliberate limit - like giffgaff’s 384Kbps on excess data on the £25 goodybag. Instead, I suspect Three users are simply seeing the results of giving out too much data at too low a price, therefore encouraging users to waste data on unnecessary purposes.
All masts inherently limit data, with or without a deliberate cap. Without a deliberate cap, the speed you get is roughly the bandwidth available at the mast, divided by the number of users trying to use heavy data on that mast at the time
There certainly doesn’t seem to be a hard and fast limit on three. In my dual sim phone, I’m currently seeing 25.8Mbps compared wit 91Mbps on giffgaff. Both of those are unusually high, which I suspect means both networks are very lightly loaded at the moment. Those speeds would probably reduce very significantly if I did a big download, but I don’t have data to waste. Going back a year or so, I rarely saw more than 3Mbps on three or more than 10Mbps on giffgaff.
