If you include giffgaff’s ‘Always On’ speed restriction and that Smarty have 5G, WiFi & 4G calling giffgaff look decidedly uncompetitive.
Payback isn’t relevant to price comparisons considering the minimal qualifying requirements and that it can be easily used to pay for service with Smarty or any other network.

The last ‘official update’ I saw about WiFi & VoLTE/4G Calling was a decidedly vague ‘maybe 2020 could be the year’ but considering how many things are supposedly under consideration or being looked into ‘expected soon’ might seem somewhat overly optimistic 😉
5G already launched on SMARTY, it’s not yet official, though. I used to have a SMARTY SIM card, and would get 5G in various locations of cities.

For the same cost, Smarty would give you 3gb, plus £1 cashback for every gb you don’t use, so £7 cost, plus WiFi calling and messaging.
At the smaller packages giffgaff is failing to compete.
You think giffgaff don’t have a business team who constantly keep an eye on the competition and try to model how changing their prices would affect their bottom line?
Smarty are probably operating at a loss at the moment, in order to grow their business before putting their prices up to make some money. It’s called a loss leader and it was invented by Gillette over a century ago.

I asked giffgaff why I was only getting 0.5mbps download speeds at times and they asked me if I even had data turned on….
Switched to Smarty once that goodybag ran out (which I now regret buying as I didn’t realise my router already came with a Smarty SIM and missed out on the £18 a month Smarty deal), instantly have 34mbps down, 5.11 mbps up now.
