Indeed they could but they would be using different legislation to obtain this information and so would be able to go to the network from which the call originated and ask them for the details; obviously something you can’t do.
And of course they would need to provide a valid reason for such a request usually accompanied by a court order.
So if the information you wanted had been required for legal reasons then you should have asked your legal team to deal with the request as, if the conditions justified it, they too might have been able to request the necessary details from a third party.
Whereas when you make a request for “usage details” you can only be given information about YOUR use of the network ie numbers you dialled.
And as by definition incoming calls to you are instigated by another person then these records do not “belong” to you but to them.
