I find it really confusing that some 07X numbers are included and some are not. 07 numbers that are not mobiles should start 04 or 06 or something to help the public distinguish I think
Termination rates are the real issue. Where the rates have dropped below ~1p per minute, the calls are inclusive. Where they are above that level, and can be anything up to 10p to 30p per minute, they are not inclusive. Ofcom currently has several strands of work engaged in tackling these issues from several angles.
The old "non-mobile numbers" PDF is now seen to be out of date.

That's a bit unfair - our 075200 range is rated at the MTR (FM5 on the BT price list) and belongs to a legitimate and authentic MVNE (Simwood eSMS Ltd) - it is, for all intents and purposes a proper mobile number range.
I'd be happy to discuss this with someone at GiffGaff as I was one of the very first subscribers, long-term GiffGaff supporter (and sometimes detractor - but mostly supporter! - I also wrote that ancient iPhone profile at invalid.name/giffgaff ).
I can see why you'd not include FM12 or other high-cost ranges belonging to companies that aren't offering mobile services in-bundle but that shouldn't apply to us as we've done everything in our power to be a fair and honest mobile operator.
