Some people use browsers which don't forward the phone number in the headers, and some or perhaps even most are visiting sites which they trust not to give information to other parties.
To explain that last point, if someone logs into a website which is going to process debit card details and make a payment, then it isn't going to be giving away their card detauls, let alone their phone number.
