Why can't Giffgaff offer a package charge of something between £30 - £50 for some 'goodybag' or 'databag' and provide unlimited, non-capped/or speeds at of data usage minimum to around 15-20mb/s where you get the highest of up to 50mbps or more for a limited amount of data.  Anyways, my point is... Giffgaff could compete with ISP's on a mobile scale, and should since there is an emergence of 5g mobile data being installed globally.  This would compete with actual general ISP's which charge around the same amount but for around 150mb internet, ..., etc

Maybe because they can't afford to do so? Or they can't buy enough data bandwidth at the prices you're suggesting?
