No such thing, a good graphics card would take up half of that, the processor the other half, leaving no money for a case mobo or ram.
You could get away without the operating system, and you may already have a mouse/keyboard and monitor.
It's possible to get a PC for that money, but it won't be a gaming PC.

Depends your at the bottom end of PC gaming budgets unless you either go 2nd hand or build it yourself. If you do 2nd hand then your probably going to buy a new GPU/graphics card anyway as most people selling GPUs have abused them so much there probably going to fail but the rest of the components are fine 2nd hand just make sure there all matched
