Unless you are arguing for a cut down Internet for those on benefits (UK sites only so no Facebook, twitter, instagram, Amazon cloud services including Netflix) paid out of general taxation?

That's an interesting idea.  Wholesome, healthy Internet for the peasantry.  What should we allow?  gov.uk so they can claim their handouts and pretend to be looking for jobs.  Educational sites and maybe videos suitable for five year olds.  No politics of course - we wouldn't want them getting the idea that their views matter, and certainly no fun.  There's no reason for the rabble to be having fun when they should be busy regretting their life choices and knowing their place.

1Mbps up and down is more than adequate for web browsing, email and messaging.

10Mbps up and down is more than adequate for anything and everything else, so I'm not sure what you mean exactly.

If it's for free, only government services and employment or educational related websites.

If tho'd tinternet were free there'd be no broadband, we'd still be on dialup and we all know how good that was, they didn't call it the World Wide Wait for nothing.
