I am guessing as you are sleeping in your car that you are homless. Go to the council and get yourself registered so you can bid on properties. Shelter may be able to help and give you advice.
Had a friend in a similar situation, I gave him meals that I had prepared and then frozen as he had access to a microwave. He got offered a flat by the council within 7 days of telling them he was homeless.

I remember that back when I tried to get one many years ago, not having a cooker qualified, because you need to be able cook your food, as a basic necessity,  but not having any money for food didn't qualify as a crisis.
