Be careful that you are not confusing SIM PINs with network or service provider unlock codes for the phone.
You should only need PIN1 if you want to enable the phone to ask for PIN1 when it starts up and you should only need PIN2 if you want to enable fixed number dialing or call barring features on the phone. PIN1 is disabled by default, and fixed numbe dialing is also disabled by default.
