Sorry to ut into this but I've also just done the same yet I've only got access to data I can't make any calls or texts? Very confused as it says call barring is on but it's not...
This sounds like a phone that has been IMEI barred, having been reported lost or stolen. This is a common Scam, people sell a phone second hand, and then report it stolen to claim the insurance.
If you bought it via eBay or a similar online site, you should be able to claim a refund under the buyer protection policy. If you bought it from a shop, then take it back.
If this was a SIM swap, with a phone that you know is good, have you ever transferred your number from another network, even if it was some time ago? If so, you may be experiencing a rare problem known as a resurfaced split port.
You will need to contact an agent, and ask them to investigate. Tell them all the details, especially the network you transferred from, using the form here:

I've put the SIM in another phone and I'm still getting the same issue so now I'm thinking it's the SIM and not the phone. I received my new SIM in the post today after reporting mine stolen at the weekend. I've activated it and all I seem to be able to do is use my goody bag data I can't call or text anyone... Not even giffgaff top up..

That block is usually lifted within a few hours of activating the special Replacement SIM.
