I had my phone stolen last week and so barred my SIM and sent for a new one.
This arrived today and I have put it in my phone and gone through the activation process. Supposedly it is activated (according to my GiffGaff ashboard) and yet my phone is not recognising a number (it is saying phone number unknown) and my goodybag and credit are nowhere to be seen - and of course I cant make any calls, text, sign up to Whatsapp etc.
@lewisgarland1 if it arrived in the envelope below and you are sure that your new phone is unlocked to O2/giffgaff, it might just be an activation delay.
If not you will need to contact an agent to investigate. Occasionally they require verification.

It did say that it was taking time to activate initially but now says it is activated.
However, while it recognises it has a giffgaff SIM it still says 'phone number unknown' and I am therefore unable to access anything.
I tried putting the SIM in another handset and it did exactly the same thing.
