A PAC is used to transfer your phone number between mobile operators. If you don't use it and it expires then nothing happens!

Its used to transfer a number from one network to another

 

If it is not used and it then expires you would need to request a new one if you still want to transfer the number

A PAC code is something your current operator gives you for you to give to your new operator if you want to transfer your number across. If you dont use if within 30 days it will expire but nothin else will happen.

PAC stands for Porting Authority Code.

 

In short, you request one if you want to move your phone number to another network and then give the PAC to the network you want to move to and they use it to pull your number across.
