What does unlimited web mean?

Is this unlimited data or wifi?

Unlimited data, but there is a fair use policy, and you cannot tether with it

Unlimited data, as it says, but only on the mobile.


As with all internet (even for home broadband) there's a fair usage policy, but I doubt you'll hit the limit on a phone.

Note that wi-fi access is independent of giffgaff, so is entirely dependent on what hotspots you choose to use and whether they are free or otherwise.

Then explain why some people are getting barred for high usage when they are NOT tethering?

There has to be some policy in place for agents to decide whether or not to barr somebody and whatever that is, whether publicised or not, is a fair usage policy!
