This message is normal for some phones. Does the call not work if you wait until the message disappears?

Usually there is a "diverts" menu or similar in your settings menu

Usually this "conditional forwarding" is just telling you that your phone will divert to answerphone if not answered/reachable/powered-on

Conditional Call Forwarding, is just telling you how your incoming calls are being handle (diverting to voicemail, or to another number).

You can cancel all diverts (leaving you with no voicemail for instanace) by going to SETTINGS, CALL SETTINGS and CALL DIVERTS or FORWARDING and CANCEL ALL DIVERTS there.

May take you a while to find it, but there is definitely a setting within your handset to turn it on or off.
