card decline again and again

recently, I changed my address. The address has been changed from bank.I deleted the card detail and want to add new detail, but it always failure because "bank decline". The address has been changed from bank. Why did i still can not use the card?

Refresh browser and delete cache and see if it works

Clear internet cache and try another browser ( chrome, opera, firefox or explorer)

make sure your browser cache and cookies are clear.
if still facing problem then try another browser

Delete cache, history and refresh the page

If using another browser doesn't help you may need to buy a voucher short term.
