iphone 4s says activation required

Just bought a second hand iphone. I have put in the original sim card which activates it but then when I insert my working gg sim card it goes back to the activataion required screen. What is wrong? Does that mean that the phone is locked to the original carrier? 

 

What is the best/cheapest way to unlock it?

Is it unlocked or o2.. it has to be that...

Needs activating on itunes.

think you may need to connect it to itunes, if its unlocked

How do I know if its locked? 

 

I have tried connecting it to itunes as well.  Same it starts up on Vodafone sim card but on gg it says activation required.

It sound locked possibly. I've been swopping my 4s sim this morning with a three sim and didn't even had to power off and on.
